Internships

The British Embassy Tokyo / British Consulate-General Osaka occasionally offers internship opportunities in its diplomatic posts in Tokyo and Osaka as part of the wider FCDO policy promoting internship as a means of encouraging talented people to experience FCDO work, and the challenges of working in foreign affairs. This includes learning how we help business, interact with Japanese decision makers and support British nationals living in Japan. It is ideal for those who wish to broaden their skills and experience in a real-world environment. Internships offered usually run for fourteen to eighteen weeks according to hosting section needs. Disabled access

The Foreign, Commonwealth & Development Office and the British Embassy, Tokyo are keen to ensure that their buildings and services are accessible to disabled members of the public. Wherever possible, we have made our buildings and services accessible. Sometimes however, this is not possible due to security or other restrictions. In these situations we will endeavor to provide a service or access to a building in an alternative way to ensure equality of access for disabled people. To assist disabled visitors, we have set out below the details of disabled access at this Embassy. We hope this information is helpful. The Embassy Tokyo has about 180 staff and 24-hour security cover. All staff are happy to help disabled people when they need an assistance. But we would appreciate a minimum of 48 hours notice wherever possible.

General physical access

  • entrances – all Embassy Compound buildings have steps at their entrances. The only exceptions are office buildings. Visitors have an access to the lower level of the New Office Building from PPAS entrance. Upper floor of the New Office Building and Chancery Building can be accessed via slopes
  • ramps – the Embassy has one mobile ramp. With 48 hours notice, the Embassy can fit the ramp to the entrances of the Ambassador’s Residence and other Compound houses allowing access to the ground floors. But it is unfortunately not yet possible to fit a ramp to the steps of Compound houses No 10 and No 11
  • lifts – there are currently no lifts in any buildings on the Compound
  • toilets – disabled toilet is located in the New Office building
  • parking – we have no specific disabled parking space but this can be arranged with 24 hours notice
  • floor coverings – internal floor surfaces are flat, either wooden floors or carpet
  • handrails – handrails are installed on the slopes to office buildings
  • doors – all the doors, except doors to the Visa and Consular Section waiting rooms, are locked for security reasons but a member of Embassy staff can assist
  • lighting – internal and external lighting of the Compound and its buildings is satisfactory
  • emergency/evacuation – the Embassy has an alarm and PA systems for an emergency. Disabled and other visitors will be assisted in an emergency
  • phones – office can be easily adjusted

Access for visually-impaired visitors

  • signs – there are currently no Braille signs on the Compound
  • guide dogs – guide dogs are welcome

Access for deaf/hard of hearing visitors

  • hearing loops are not installed
  • minicom and textphones are not installed

東京都千代田区一番町の駐日本国英国大使館は、日本におけるイギリス政府の主要代表機関であり、在大阪英国総領事館大阪府大阪市中央区)と協力して、日本でのイギリス情報提供のために活動している。

1859年7月6日安政6年6月7日)、ラザフォード・オールコックにより高輪東禅寺に英国総領事館が開設された。オールコックの公使昇進により、領事館は公使館となった。しかしながら、2度の東禅寺事件により公使館員が殺傷されたため、公使館は横浜に移った。その後江戸幕府は、英国を含む五カ国に対して建設費の1割を年賃貸料とすることで公使館を品川御殿山に建設する約束を交わした。オールコックはスケッチ案[1]を幕府作事方に提示し[2]、普請は順調に進んだが、完成直前の1863年1月31日文久2年12月24日)に高杉晋作らによる焼き討ちにあってしまった(英国公使館焼き討ち事件)。2代目公使ハリー・パークス泉岳寺前に仮公使館を残しながら、横浜に公使館を移すことにし、1866年になって横浜外国人居留地の技師のブリジェンスに横浜仮公使館と領事館の設計を依頼した。1867年に、英国政府は極東在外公館施設建物の本格的営繕のため工兵ウィリアム・クロスマン少佐 (William Crossmanを派遣し、クロスマン少佐の修正案により横浜公使館と領事館が完成した。また、クロスマン少佐の提案により上海に英国工務局分所が置かれることになり、同事務所により極東における英国公館建築の継続的営繕が行われた。

明治維新後、多くの大名屋敷が空になった。このため、1869年1月(明治元年11月または12月)頃、パークスは公使館を三田上野沼田藩下屋敷跡に移した[3]。さらに、パークスは恒久的な公使館用地を求めて[4]江戸城近くの複数の用地を物色した結果、1872年5月(明治5年)、七戸藩上屋敷櫛羅藩上屋敷、七日市藩上屋敷、および旗本水野兵部の屋敷跡を合わせた12306坪(1884年(明治17年)の本契約では10833坪)をほぼ永久に貸与されることとなった[5]が、賃料が低い水準に抑えられたことが両国間の問題となっていく(後述)。その後現在にいたるまで、この場所が英国大使館(1905年(明治38年)に公使館から大使館に昇格)の所在地となっている。

一番町の公使館は、英国工務局上海事務所の技師長ヘンリー・ボイス (Henry Boyce設計による赤レンガ作りのもので[6]1874年(明治7年)12月に竣工した[7]。しかしながらこの初代の建物は、1923年大正12年)の関東大震災で完全に倒壊した。倒壊後すぐさま新たな大使館が応急建設されたが、この建物はのちに軽井沢に移築され、1932年(昭和7年)にホテルとして開業された(現存せず)[8]。現在の建物は1929年昭和4年)に建てられたものであり(英国工務局設計)、大使館として建てられたものの中では現存する唯一の戦前以来の建築である。また、1987年昭和62年)、新館と呼ばれる二番目のオフィス用建物が完成した。

太平洋戦争大東亜戦争)の勃発と共に、日英の国交は断絶し、大使館も閉鎖された。終戦直後、大使館はイギリス海軍の管轄下におかれ軍艦扱いされた。艦名はリターン号(H.M.S.Return)であった。1946年(昭和21年)6月、大使館は「駐日英国連絡公館」(British Liaison Mission in Tokyo)として通常の業務に戻り、1952年(昭和27年)4月28日サンフランシスコ講和条約の発効に伴う日英国交回復により、大使館の名称に戻った[9]

The British embassy performs a sustaining role in Japan–United Kingdom relations, dealing with political, economic and cultural interaction between the two nations, and also offers visa services to Japanese and other nationals in Japan. It provides consular services for about 19,000 British citizens in Japan.[1] The UK also has a Consulate-General in Osaka.

After the signing of the Anglo-Japanese Treaty of Amity and Commerce in 1858, diplomatic relations were formally established between the United Kingdom the Tokugawa shogunate. Sir Rutherford Alcock was appointed Consul-General in Japan and took up residence at the British Legation in Kobe. In 1859, the first legation in Edo (now Tokyo) was opened at the Tōzen-ji temple in Takanawa. Alcock, moved to Edo and was promoted to Minister Plenipotentiary.

By 1861, security had become a significant concern at Tōzen-ji. An attack was launched on the British Legation by members of the Sonnō jōi movement (revere the emperor, expel the barbarians), and Alcock was severely injured.[2] The attacks in 1861 and 1862 demonstrated the lack of suitability of Tōzen-ji from a security perspective, both due to its architecture and location. The legation was moved to Yokohama. On 31 January 1863, Takasugi Shinsaku led a squad and set fire to the construction site for a new legation building in Gotenyama, Shinagawa and the site became unusable. The legation remained in Yokohama.

After the fall of the Tokugawa shogunate in 1868 and the establishment of the new Government of Japan, Tokyo became safer for foreign residents. In view of the inconvenience caused by the distance between Yokohama and the capital, the new Minister Plenipotentiary, Sir Harry Smith Parkes, made use of Sengaku-ji temple in Edo as a temporary office. He decided to move the legation to Tokyo permanently in 1871. To find land for the permanent use of the legation, Parkes surveyed several properties abandoned by daimyō as a result of the abolition of the domain system, and he obtained the land required in the fifth month of 1872.[3] The land he chose for the new legation was at Ichiban-cho, directly across from the Hanzōmon Gate of the Imperial Palace, a site of considerable gravity that remains home to the British Embassy today. In May 1872, Parkes agreed with the Government of Japan to acquire the land with a perpetual fixed-rent leasehold.[2]

Robert Boyce, architect for the Office of Works in Shanghai was brought in to plan the layout of the compound. It would include the minister’s residence, chancery offices and single-storey houses for British staff amongst other ancillary buildings. At Parkes’s request, the design also included a tower to look out at Mount Fuji. Construction was finished in December 1874 and the site ready to be occupied in 1875.[2] The residence was a red-brick building designed by Thomas Waters, also famous for rebuilding Ginza as a Western-style “Bricktown”.[4]

After the Japanese victories over China and Russia, which earned the Empire of Japan status as a great power, the British Legation in Tokyo was upgraded to an embassy in 1905. After the 1923 Great Kantō earthquake caused extensive damage to the chancery, plans for a second building were carried out by the Ministry of Works, and a new chancery, the present building, came in use in 1929.

The interruption of diplomatic relations between the British Empire and Imperial Japan occurred at the outbreak of the Pacific War in 1941, and the British Embassy in Tokyo was closed down. Following the Occupation of Japan in 1945, the embassy compound became a shore establishment of the Royal Navy, named HMS Return.[5][6] Between 1946 and 1952, prior to the Treaty of San Francisco, the British Liaison Mission in Tokyo performed the role of a diplomatic mission in Japan. The treaty came into force on April 28, 1952, and the British embassy was re-opened.
