The period of validity of a re-entry permit can be extended for up to one year at one time, as long as the extended period of the re-entry permit does not exceed four years (five years for special permanent residents) from the date when the original re-entry permit came into effect. At the same time, the period of a re-entry permit cannot be extended beyond the period of stay granted before departure from Japan unless the foreign national applied for the extension of the period of stay or for the change of status of resident before leaving Japan.
What is a re-entry permit?
The re-entry permit is required when a foreign national residing in Japan wishes to leave Japan temporarily and then return during the authorized term of residence. Permanent Resident status holders also require re-entry permit.
Re-entry permit enables foreign nationals to re-enter Japan without obtaining a new visa, as long as their re-entry is within the period of validity of the permit.
For re-entry permit holders, the procedure for entering Japan is much simpler than the usual landing procedure.
How can I obtain re-entry permit?
Foreign nationals can obtain a re-entry permit before departing Japan.
Application for a re-entry permit can be made at the nearest immigration authority under the jurisdiction of the Ministry of Justice. When a re-entry permit is granted, the permit is stamped on the foreign national’s passport.
In principle, a re-entry permit is valid for only one time. However, foreign nationals who have to leave Japan frequently can apply for multiple re-entry permits.
How can I extend Re-entry permit?
It is not possible to obtain re-entry permit at an Embassy or Consulate-General after departure from Japan. However, if a foreign national who departs Japan after acquiring a re-entry permit and is unable to return to Japan due to unavoidable reason, such as illness, travel interruption, or continuation of studies, can apply, even after the period of validity of the re-entry permit expires, for an extension of the re-entry permit’s period of validity at the Japanese Embassy or Consulate-General.

Currently, there are no subject countries/regions.
3. Quarantine measures (New)
(2) Reinforced quarantine measures for all the travelers who enter, re-enter or return to Japan from designated countries/regions in response to COVID-19 variants of special treatment on border measures.
Taking such elements as knowledge of COVID-19 variants of special treatment on border measures, epidemic situation in each country/region, risk assessment of current situation of inflow of the COVID-19 to Japan, and efficacy of the vaccination among others into account, and judged from a comprehensive risk assessment of inflow of coronavirus from each country/region, the following additional measures will be implemented as designated countries/regions in response to COVID-19 variants of special treatment on border measures according to separate designation based on this measure;
(i) All cross-border travelers and returnees from some of the countries/regions which are separately listed among the designated countries/regions are requested, for the time being, to stay for 10 days at facilities designated by the Chief of the Quarantine Station (limited only to those facilities secured by the Quarantine Station). In addition, those who obtain negative results of all COVID-19 tests conducted on the third, sixth and tenth days from the entry into Japan, may leave the facilities.

If the test result (PCR test) at the facility on the third day after the entry is negative, home quarantine after leaving the facility is no longer required. Meanwhile, those who have obtained a valid vaccination certificate will be allowed to have 7-day home quarantine instead, and if they submit a negative result of a voluntary test (PCR test or Quantitative Antigen test) on or after the third day from the entry into Japan, home quarantine is no longer required only after the MHLW(Health Monitoring Center for Overseas Entrants) confirms the test result via MySOS app.

In addition, those who obtain a negative result of COVID-19 test conducted on the third day from the entry into Japan, may leave the facilities, but are still required to stay for the remaining period of 7 days after the entry into Japan at places such as own residence

2.8.1 What is re-entry permission?
A foreign national residing in Japan who wishes to leave Japan temporarily within his/her permitted period of stay and, after traveling to his/her home country or a third country, to enter and reside in Japan again with the same status of residence as before needs to apply for and receive re-entry permission. Under this system, a foreign national who receives re-entry permission before leaving Japan does not need to apply for an entry visa again at a Japanese diplomatic mission abroad prior to re-entering Japan, and can reside in Japan after re-entry with the same status of residence held prior to leaving Japan. Please note that departing Japan without receiving this re-entry permission will result in forfeiture of the status of residence and the period of stay previously granted.
(This shall not apply, however, to a foreign national who has obtained a Special Re-entry permit.)
2.8.2 Types of re-entry permits
There are two types of re-entry permits: valid only once, which allows only one re-entry into Japan during the period of validity, and valid multiple times, with which one can leave and re-enter Japan any number of times during the period of validity. Multiple re-entry permit is especially convenient for those persons who must often travel back and forth between Japan and the parent company or other foreign business locations. It is not possible to obtain re-entry permission beyond the permitted period of stay in Japan. In addition, persons staying in Japan on a temporary visitor’s status of residence are not normally eligible for re-entry permission.
2.8.3 Application method
As a general rule, the foreign national must personally appear at the Regional Immigration Bureau having jurisdiction for his/her place of residence to apply for re-entry permission. However, if the foreign national is under the age of 16 or is unable to appear personally due to illness or some other reason, a parent or spouse may apply on his/her behalf. In addition, the applicant does not need to go to the Regional Immigration Bureau if applying through the persons approved by the director of the Regional Immigration Bureau or a registered attorney-at-law or administrative scrivener.

本来外国人が、一時帰国や旅行などのため日本を出国すると、もともとの在留許可の効力は消滅してしまい、再入国する際には、再び一から査証を取得し直す必要がある。査証の取得には、非常に手間と時間がかかる。その一切の手間を省き、再入国の上陸審査を簡略化するために設けられた。再入国許可を受けた外国人は、出国しても在留許可の効力が切れずに(元の在留許可の効力が続いたまま)再び入国できる。また在留資格も消滅しない。再入国許可は、日本を出国する前に受けなければならない。なお、永住者や特別永住者も、日本を出るときは再入国許可を得なければ、その資格を失う。
再入国許可が与えられるのは、日本に在留する外国人で、退去強制手続中でなく、在留資格の活動を今後も続ける見込みのある者である。
期限は、在留許可の在留期限を超えず、かつ5年を超えない範囲内で決められる。申請する際は必ず出国前に、居住地の地方入国管理局へ申請する。申請し問題がなければ即日で交付される。再入国許可証はパスポートにシールとして貼られるが、パスポートがない場合は再入国許可書が発行される。
みなし再入国許可[編集]
2012年7月9日より、有効な旅券を所持の上、出国後1年(在留期限が残り1年以内の場合はその在留期限)以内に再入国し、日本での活動を継続する見込みのある場合は、原則として事前に再入国許可を受ける必要はなくなった。この場合、出国時に「みなし再入国許可による出国」を希望する旨を申告(英語: Indicate ones intention of departure by the Special Re-entry Permit System.)すると、再入国許可を受けて出国したものとみなされ、一年以内の再入国が認められる。なお出国時にこの申告を忘れると、単純出国扱いとなって在留許可の効力は消滅する。また、みなし再入国許可の期間は延長することができないため、1年(在留期限が残り1年以内の場合は在留期限)以内に再入国出来なければ在留資格を失う。特別永住者は2年。
ただし、日本政府は朝鮮民主主義人民共和国旅券を「有効な旅券」と認めていないため、仮に同国の旅券を持っていたとしても朝鮮籍保有者は「みなし再入国許可」制度の対象外となっている(その他の国の旅券を取得していればそもそも朝鮮籍ではないため)[1]。

Although a visa is one condition that allows you to land at an airport or seaport, you should note that a visa does not guarantee landing permission. You must obtain landing permission during immigration procedures.

Who Needs a Japan Re-Entry Permit?
You need a Japan Re-Entry Permit if you will be leaving Japan for a period longer than one year, and you intend to return and continue the activities permitted by your visa.
If you intend to leave Japan but return within a period of less than one year, you do not have to get a Re-Entry Permit. Instead, you are eligible for what is known as a “Special Re-Entry Permit”.
What is the Special Re-Entry Permit for Japan?
The Special Re-Entry Permit is the re-entry permit system of Japan which was introduced in 2012. Under this system, if you are going to leave Japan but return within one year, you don’t have to go to the Immigration Services in Japan and get a Re-Entry Permit – you can get it from the airport just before you depart.
What you need: To get a Special Re-Entry Permit, you need to be in possession of a valid passport and a Japanese Residence Card.
How to get the Special Re-Entry Permit: As you are departing Japan, while at the airport, you have to complete a Special Re-Entry Permit form (ED card for Special Re-Entry Permit) and express your intent to leave the country temporarily (tick the adequate box). You have to enter your personal information, how long you will be away, and when you will return.
A slip from this form is then placed onto your passport, which you have to present when you go through Immigration at exit and re-entry.
Note: You are not eligible to get a Special Re-Entry Permit is you fall under one of the following categories:
- The status of your residence is under procedures for revocation
- The confirmation of departure is in the process of being deferred
- You have received a written detention order
- You are in Japan under the residential status of “Designated Activities” while you are applying for recognition of your refugee status
- You have been specified by the Minister of Justice as a threat to Japan’s national interests or public order
What Documents Do I Need for a Japan Re-Entry Permit?
When you apply for a Japan Re-Entry Permit, you have to submit the following documents to the Immigration Office in Japan:
- A completed and signed Application Form for Re-Entry Permit (which you can download from the website of the Japan Immigration Services).
- Your valid passport, which must show your current visa.
- Your Residence Card.
- If someone else is submitting the application on your behalf: Authorization to do so, as well as a document proving their status.
