えっ、なんで？！
意味の成り立ち
often =「たいてい」を理解するためのポイントが次の2項目です。
☆ than not → not often
☆ more ～ than は 比較ではなく．．．
では各ポイントをそれぞれみてみます。
☆ than not → not often
more often than not の not は「無い」を表しているのではなく、than not often ではないかということです。
これが2つ目のポイントと合わさったときに効いてきます。
☆ more ～ than は 比較ではなく．．．
more ～ than といえば比較ですよね。
He is more powerful than me.
（彼は僕よりパワーがある）
とこれが普通よく見る使い方。
実は more ～ than にはこれとは違った用法があるんです。
He is more skillful than powerful.
（彼にはパワーというよりスキルがある）
＝ He is skillful rather than powerful.
つまり more ～ than = rather than ということ。
2つのポイントを合わせて考えると
上の2つのポイントを合わせて考えるとこう考えることができます。
more often than not (often) = “not often” というよりも “often”
「しばしばでない」というよりも「しばしば」．．．．！！！
そう、これは “often” を強調する言い方なんです。
だから、ただの「しばしば」よりも強い「たいてい」となるという訳です。
「たいてい」の頻度について
オンラインの英英辞典でみると much of the time＝「たいてい」という意味の他に usually =「通常は」や more than half the time = 「2回に1回より多く」という意味が出ていました。「たいてい」というと “10中8、9”のような印象ですが、感覚的な頻度は人によって違っているのかもしれません。
ですから意味よりも often の強調 と覚えておくと間違いないかもしれませんね。

more often than not は、それだけで見ると「ん？」となってしまいませんか。
素直に意味が頭に入ってこないような。
なぜ more often than not が「たいてい」の意味になるのか、少し考えてみましょう。
この表現の場合の more … than は、「…よりも…だ」と解釈するよりも、「…というよりは…だ」とか「…というよりむしろ…」という風にとらえると分かりやすいと思います。
そして、more often than not の後に、often が本来はつけられていたのではないか、と考えます。
つまり、本来は more often than not often だったのではないか、ということです。
すると、not often の意味が「めったにない」という意味であるとすれば、「more often than めったにない」ということになります。
「more often than めったにない」＝「滅多にないよりかは頻繁に」ということであれば、「たいてい」という風に解釈できるわけですね。
まあ、more often than not = usually と考える方が分かりやすいですかね、やっぱり（笑）。
