大阪港のウォーターフロント再開発プロジェクト「天保山ハーバービレッジ」の中心的施設として1990年7月20日に開館した。
「リング・オブ・ファイア(環太平洋火山帯)」と「リング・オブ・ライフ(環太平洋生命帯)」をコンセプトにしている。巨大水槽で環太平洋の海を再現し、従来の水族館の印象を劇的に変えた施設である。
施設の保有・運営は「株式会社 海遊館」が、隣接する商業施設「天保山マーケットプレース」や「天保山大観覧車」とともに行っている。
2013年現在、年間来場者数、延床面積、屋内水槽の規模が日本で3位以内に入る(日本の水族館#規模を参照)とともに、屋内水槽の規模に関しては世界でも上位五指に入るほどの世界最大級の水族館である。
水生生物以外の飼育・栽培にも力を入れており、1993年には日本で初めてツメバゲリの繁殖に成功した実績が認められ日本動物園水族館協会「繁殖賞」を受賞した[1]。また、館内日本の森水槽には約200種類の植物[2]が展示されている。
大型のアクリルガラスを使用することで、それまでにない巨大水槽を実現した。ジンベエザメが遊泳する「太平洋水槽」を含む14の大水槽を造るため、年間世界生産量の1.5倍(当時)にあたるアクリルガラスが使用された。海遊館以降に造られた水族館の大型水槽はほぼ全てがアクリルガラス製になっている。
建物外観の特徴になっている三色の色分けは、地と水と火の結合を模したもの。外壁に描かれた魚の壁画はアメリカ在住イギリス人デザイナーのサージ・アイヴァン・シャーメイエフの手によるもの、またケンブリッジ・セブン・アソシエイツ環境開発研究所を率いて建物全体の設計を担当したのは、その息子のピーター・シャーメイエフ(英語版)である。
2008年2月26日に、開業以来の入館者数が5000万人に達した。6317日(約18年)での達成は国内の水族館では最速。カップルや家族連れも多く、入館者の約6割がリピーターである。
2020年、開業30周年にあわせてエントランスビルの2階トイレやミュージアムショップやその周辺ゾーンのリニューアル工事を行い、ミュージアムショップは2月22日に再オープンした。水上散歩をしているような感覚で買い物を楽しんでもらうことをねらったミュージアムショップでは、海外で活躍するグラフィック・デザイナーの野津萌や、COCHAEのデザインによるオリジナルグッズが多数起用された[3]。

Went here during my birthday weekend in Osaka and the building is great. So many fish to see! The tanks are so big! So many different types of animals to see. Definitely need to see this place. There are times for going through so make sure you aren’t too early or late. If so there is a mall next door to walk around.

Great place for a stroll. You can do the aquarium in less than 3 hours if you can put this on your trip itinerary.
The aquarium has an extensive marine collection. The highlight were the pacific white-sided dolphins. They were very active and interacted with a lot of the guests.

I feel sad to see such beautiful fish confined in this condition. I recommend Okinawa Aquarium more.

It was a nice Aquarium with lots of exhibitions. It was a little cool in there but maybe that was what was needed for the aquariums to function correctly (I don’t know). Our kids got see see a lot of animals that they would never have the chance to see and with that comes empathy for them. After seeing these animals maybe they will choose a future where they will actively seek/or make efforts in their lives, to protect them. For those that are calling this animal cruelty or saying that the dolphin enclosure could be larger (on this point I actually agree), remember you also came and gave your entry money to the Aquarium.

In 1988, with the aim of redeveloping the Osaka Bay Area, the Kaiyukan and Tempozan Marketplace were to be built following the success stories of aquariums and commercial facilities overseas.[2] The aquarium was named “Osaka Aquarium Kaiyukan” by the general public and opened in 1990.[2] The number of visitors reached 1 million on the 40 days of the opening and 2 million on the 101 days, The final number of visitors during the year reached 5.6 million, surpassing the national record held at that time Tokyo Sea Life Park and being the fastest record in Japan.[8][2]
The number of visitors reached 50 million on February 26, 2008. Achievement in 6317 days (about 18 years) is the fastest among aquariums in Japan, and about 60% of the visitors are repeaters. In 2014, the total number of visitors exceeded 65 million.[9] In 2017, the number of visitors reached 75 million, making it the most visited aquarium in Japan.[9]
Exhibits[edit]
Visitors will go up to the eighth floor on the escalator and go down to appreciate it. Therefore, there are some fishtanks that can be viewed multiple times, such as on the water and underwater.
The walk-through aquarium displays marine life in several habitats comprising 27 tanks in 16 main exhibits with a total volume of 10,941 tons of water. The habitats are from the Ring of Fire area of the Pacific Ocean. The largest tank is 9 metres (30 ft) deep and holds 5,400 cubic metres (190,699 cu ft) of water and a variety of fish including Reef manta ray and two whale sharks.[5]
The tanks used in the aquarium are made of 314 tonnes (346 tons) of acrylic glass. The largest single pane measures six meters by five meters by thirty centimeters and weighs roughly 10 tons. At the thicknesses used, regular glass would be unwieldy and would not have the desired transparency.
The most popular animals on display are the whale sharks. In 1990, the Okinawa Ocean Expo Aquarium (predecessor of Okinawa Churaumi Aquarium), were the first in the world to whale sharks in captivity, but did not exhibit them. At that time, the Osaka Aquarium was the only facility in the world that owned whale sharks. In 1994, aquariums succeeded in captivity the manta ray Second in the world, and in 1995, aquariums succeeded in captivity the Ocean sunfish.[2] Devil fish are also popular. In 2008, Osaka aquarium succeeded in captivity the World’s first Spinetail mobula(Mobula japanica).[2]
The “New Interactive Area” that opened in 2013 allows visitors to see the animals up close and possibly touch them. In the “New Interactive Area”, 3 zones are constructed, the Arctic zone, in which you see rounding ringed seals, Falkland Islands Zone, where you can see the rockhopper penguins, and the Maldives Zone, in which you can directly touch sharks and rays.[10]
In 2020, the museum shop was reopened on February 22 after renewal work was carried out to coincide with the 30th anniversary of its opening.
